Turkey's Security Camera Mandate for Public Transport Vehicles

Turkey's Ministry of Transport and Infrastructure has progressively tightened regulations around passenger safety in public transport. The latest framework — based on updated provisions in the Karayolu Taşıma Yönetmeliği (Road Transport Regulation) — mandates that all intercity buses, municipal transit vehicles, minibuses, and school service vehicles be equipped with interior and exterior security camera systems.

What the Regulation Requires

  • Camera count: Minimum 4 cameras for vehicles with 14+ passenger capacity; at least 2 for smaller vehicles and school buses
  • Coverage areas: Driver cabin, passenger aisle, entrance/exit doors, and exterior rear view
  • Recording: Continuous loop recording with minimum 30-day storage retention
  • Resolution: At least 720p (1280×720) for all channels; 1080p recommended for door cameras
  • Night vision: IR illumination required for interior cameras operating in low-light conditions
  • Tamper resistance: DVR/NVR must be in a locked enclosure; recordings should be accessible only by authorized personnel and law enforcement
  • GPS integration: Camera system must log GPS coordinates alongside video timestamps for incident geolocation

Compliance Timeline

Existing intercity coaches were required to retrofit by the end of 2023. Municipal transit fleets had until mid-2024. School service vehicles and private hire (D1/D2 license plate category) must comply by the end of 2025. Non-compliance results in route permit suspension and administrative fines under the Karayolları Trafik Kanunu.

  • Data security: Recordings must comply with Turkey's KVKK (Personal Data Protection Law) — encryption at rest and in transit is required
